The research is based on interviews with churches, courts, police archives and witnesses. In this report of about 2500 pages, not only the number of culprits has been told, but the figures of the victims are also mentioned. The report also talks about the system, due to which pedophiles were active even while staying inside the church. This independent commission was formed in the year 2018 by the French Catholic Church. At that time, the revelations of many scandals raised questions about the system of churches in France.

This commission includes legal experts, doctors, historians, sociologists and other experts. When the commission started work two-and-a-half years ago, it had issued a telephone hotline, through which it was claimed to have received thousands of complaint messages within a few months. It is believed that after the complete report becomes public, many big names can come out.
